Ask a marketing team to choose between ATL and BTL marketing and the talk turns into TV versus pamphlets. The real question is who you need to reach and how you'll know it worked. This guide is for business owners and marketers in India working with a limited yearly budget. You'll get plain definitions, a side-by-side table, a way to choose, the rules that apply to calls and SMS, and an example you can rework with your own numbers, plus the mistakes that waste budget.
What are ATL and BTL marketing?
ATL, or above the line, marketing is paid mass-media advertising built to make a wide audience aware of a brand, such as TV, radio, newspapers and hoardings. BTL, or below the line, marketing is direct, targeted activity aimed at a smaller group, such as SMS, flyers, events, store promotions and product sampling. A third label, TTL or through the line, joins both in one campaign. The terms describe how a message reaches people, not how much you spend. A small shop can run BTL and a large brand can run both.
Why does the difference matter for Indian businesses?
The difference matters because the two groups are measured differently, and measurement decides whether you can judge a rupee spent.
A July 2025 government release says India has approximately 230 million television households, but only about 58,000 people meters capture viewership data. That's 0.025% of TV homes. So a TV rating is a sample, not a head count.
Example: a Surat saree wholesaler puts up a hoarding near the market and also sends offer messages to customers who asked for prices. The hoarding builds recall in the area. The messages bring replies you can count. Each needs its own measure of success, set before the money goes out.
How do ATL and BTL differ?
ATL and BTL differ in who they reach, what they aim for and how you measure them.
| Factor | ATL | BTL |
|---|---|---|
| Reach | Wide audience | Chosen group |
| Goal | Awareness | Response, sales |
| Targeting | Broad | Specific |
| Measurement | Sample-based | Direct counts |
| Spend | Bigger upfront buys | Small, testable runs |
Use ATL when your product suits everyone in an area. Use BTL when you can name the buyer.
Cost works the same way. ATL asks for a larger commitment before you see a result, while a BTL run can start with a few hundred contacts and grow once replies come in.
Which examples fit each type?
ATL examples are TV, radio, newspapers, magazines and outdoor hoardings, while BTL examples are SMS, email, flyers, events, in-store displays and sampling.
- ATL: a regional newspaper ad before Diwali. A radio spot for a coaching class. A hoarding on a main road.
- BTL: a text to customers who asked about prices. A stall at a housing society fair. Free samples at the counter.
- Both: a store opening with a newspaper ad and an invitation sent to past customers.
Match the type to the job, and write the job down first. A brand-new product in a new city needs people to know it exists. A shop with a customer list needs people to come back.
Where does digital marketing fit?
Digital marketing fits both groups: a broad video ad works like ATL, while a message to past buyers works like BTL.
The channel doesn't decide the group. The audience does. Search ads, for example, reach people who typed a query, so they sit closer to BTL. If you show an ad to everyone in a city, you're playing the ATL game. If you send a reminder to people who already bought, you're playing the BTL game.
A Pune clinic might run a local newspaper ad for its new branch and send appointment reminders to existing patients. That's TTL in practice. Our offline vs online marketing guide shows how to split a budget between the two.
How do you choose between ATL and BTL step by step?
Choosing takes seven steps, and the goal comes first.
- 1.State the goal: awareness or sales.
- 2.Describe your buyer: who, where, and how they find you.
- 3.If you can name the buyer, start with BTL.
- 4.If the product suits a whole area, price one ATL test.
- 5.Set one measure for each: replies and orders for BTL, enquiries after exposure for ATL.
- 6.Run each for a short, fixed period.
- 7.Compare cost per enquiry and move money to the winner.
Keep the ATL test small until you've seen a result, and write down what you expect before it starts so you can judge it honestly.
How do you budget for and measure each?
Budget by cost per enquiry, because that one figure puts a hoarding and a message on the same footing.
No neutral public rate card exists for hoardings, newspaper slots or radio, so ask for written quotes and for how the seller will prove reach.
Example (assumed figures, not a price list): a Jaipur furniture store spends ₹40,000 on a month-long hoarding and counts 25 calls that mention it, which is ₹1,600 an enquiry. It spends ₹10,000 on a festival message to past buyers and gets 40 replies, which is ₹250 an enquiry. The hoarding still builds name recall, so the store keeps a small ATL budget.

What rules and mistakes should you watch for in BTL?
BTL calls and SMS are regulated in India, so check TRAI's rules before you press send.
A TRAI amendment announced on 18 September 2026 sets several limits, per the Press Information Bureau:
- Messages based on a customer's inquiry are allowed for seven days only.
- You must keep the inquiry in a verifiable form.
- Anyone using automated A2P calls must declare it to their telecom provider first.
- Misused headers or templates are suspended within six hours, so register your sender details correctly.
Check these points with your SMS provider before a campaign.
Common Mistake: messaging a bought list. Old consent counts only if it was obtained through verifiable means.
What ATL and BTL changes matter in 2026?
The big change is tighter enforcement on calls and SMS, so BTL needs clean records.
The same TRAI release says major telecom providers already use AI/ML systems to detect suspected spam and alert customers. Special number series for commercial communications, including 140xx, 1600xx and 1601xx, won't be flagged as suspected spam.
On the ATL side, the July 2025 release on TV ratings points to a small meter sample. Ask sellers how they measure, and what sample sits behind the number.
Keep your consent records, your message templates and your inquiry log in one place. It takes an afternoon and saves a blocked sender. Review the folder every quarter.
What Should You Do Next?
ATL and BTL marketing do different jobs. ATL builds awareness across an area, and BTL gets a response from people you can name. Start with your goal, test each channel in a small way and compare cost per enquiry. Keep consent records for every message you send, and review the numbers after each run. Frequently Asked Questions
ATL, or above the line, is paid mass-media advertising for wide awareness, such as TV, radio, print and hoardings. BTL, or below the line, is direct, targeted activity such as SMS, flyers, events and sampling. TTL combines both. Choose by who you need to reach, and test before you commit.
BTL examples include SMS offers to customers who asked about prices, email reminders, flyers, stalls at society fairs, in-store displays and free samples at the counter. Each reaches a chosen group, so you can count replies. In India, calls and SMS also need to follow TRAI's rules.
The 3-3-3 rule has no single official meaning, and different people use the phrase for different things. If a vendor mentions it, ask them to define it in writing. Judge a plan by its goal, audience and cost per enquiry instead, whatever name it carries.
BTL suits a small business that can name its buyer, because results are easier to count and each run is small. ATL helps when you launch in a new area. Test one of each in small steps and compare cost per enquiry after a month.
TTL, or through the line, is a campaign that uses ATL and BTL together. For example, a newspaper ad announces a new branch, and messages invite past customers to the opening. The wide ad creates awareness. The messages bring people in, and you can count them.
